Also, WTF do they have all these laptops to lose anyway?

You can see why management consultants have them, but what are these MoD people doing that they need laptops anyway? If they are working from home regularly during the working day then probably 2 desktops would be cheaper and more ergonomic, and if they are working at home in the evenings this suggests faffing and poor work-life balance that shouldn't be encouraged to me.
I suspect that it is status, management consultant envy, and not wanting to pay their own money for something to play solitaire on.
