Do the hokey-cokey and you turn Avout

Am rereading Anathem. This is possibly a mistake as for some reason I am finding the flaws in the Mathic world more obvious this time, and I may bore you with them later, but I have two questions:

1. Why is Fraa Jad evoked as opposed to any other Thousander?

2. Apart from 'for reasons of plot' is there any reason why Orolo, Jad and Ala, who are all pivotal to the whole thing come from the same Concent? The fact that one of Raz's friends is one of the 4 Avout who go into space, and the gang being pivotal in the trip to the space-ship can be explained by the fact that Ala is chosen for 'being good organising people', though how / why do you choose a 19 year old 'good at organising people', and she chooses Jesry and then the rest of the gang, the latter bit being said explicitly that she makes the decision.

It is a very odd book indeed. I feel that maybe I have missed something, just as I feel I may have missed something with the Cockney Policeman's Badger.
